    GENERAL DESCRIPTION OF WORK

    - Removing and managing the rubble mount revetment (chaining 13+680 @ 13+960);

    - Removal of paving and signalling on a section of the former Road 132;

    - Excavation and reprofiling of the beach, chaining 13+670 @ 13+830;

    - Storage of 0-300 m quarry run obtained from existing filter stones and production of 0-300 stone obtained from non-recoverable stones;

    - Sorting and storage of stones of various calibres (including production if required);

    - Construction of a rubble mount revetment between chainings 40+000 and 40+240, including the construction of concrete stairs and the construction of trail from the north rest stop to the Cap-des-Rosiers belvedere;

    - Disposal of excess non-recoverable rockfill volumes outside the limits of the Forillon National Park, unless otherwise specified by the PCA;

    - Construction of a multi-purpose trail between chaining 20+760 and 21+867 and three beach accesses, including preparation of surfaces (cutting and removal of stumps, pruning) removing and management of top soil, excavation, backfilling, preparation of infrastructure, ditches, granular sub-base, CG-14 paving and topsoil;

    - Removal of culverts and of buried public utility services cables where indicated;

    - Construction of concrete foundations for the installation of a barrier for access to the multi-purpose trail near the North rest stop;

    - Construction of a parking area with access to Road 132, including pedestrian access to the Carrick Memorial;

    - Construction of a drainage ditch perpendicular to the former access roads (chaining 20+780 @ 21+020) and stockpile of excavation, excluding wood debris;

    - Construction of a rest stop and of an observation tower, including but not limited to: the excavation and disposal of excess excavation, preparation of infrastructure, installation of geotextile, granular sub-base, concrete foundations, backfill, concrete foundations, tower structure, table shelters and furniture (tables, benches, bicycle racks and trashcan);

    - Plantings and turfing, including surface repairs, spreading of top soil and sand layer over the sea lime-grass planting areas;

    - Environmental protection measures concerning Work in watercourses, along the shore, and around the swamp.

    OPTIONAL SITE VISIT

    It is recommended that the bidders attend the site visit at the designated date and time to examine the scope of the work required and the existing conditions. A maximum of two (2) representatives per bidder will be permitted to examine the sites.

    The site visit will be held on July 5, 2017 at 2:00 pm (EDT).

    Meeting point: Parking North end of the beach of Cap-des-Rosiers, along Route 132 in the Forillon National Park boundary.

    Bidders must communicate with the Contracting Authority no later than one open day before the scheduled visit to confirm attendance.

    Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site and their proposals. NO EXCEPTIONS WILL BE MADE.

    CLOSING DATE AND TIME

    July 26, 2017 at 2 o’clock PM (EDT)

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    PERIOD OF CONTRACT

    Contractor shall perform and complete the work no later than November 3, 2017.
