NOTICE OF PROPOSED PROCUREMENT (NPP)

Nature of Requirements: Plumbing and Refrigeration Services, Innisfail, AB
Work under this Standing Offer will involve, but not be limited to, providing labour, equipment, supervision and materials for plumbing and refrigeration services at the Police Dog Services Training Centre (PDSTC) in Innisfail, Alberta as requested by the Royal Canadian Mounted Police (RCMP) in the form of call ups. Services are to be provided on an “as required basis”. It is anticipated that one firm will be issued a Standing Offer. The Standing Offer will be issued for a period of two (2) years, with an irrevocable option to extend the term of the Standing Offer for one (1) additional year. The total estimated expenditure for the first year is $50,000.00.
Security Requirement:
The contractor is required to have all personnel working on site to be security cleared at the level of Facility Access under Escort as verified by the Personnel Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP). The contractor SHALL NOT remove or make copies of any DESIGNATED or CLASSIFIED information or assets from the identified work site.
Evaluation Procedures:
Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial criteria. An evaluation team composed of representatives of Canada will evaluate the bids.
Basis of Selection:
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
RCMP has adopted the Integrity Regime administered by PWGSC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.
