Heritage architecture – National Parks and Historic Sites in the province of Quebec.

Parks Canada Agency (PCA) is inviting architectural firms with strength in heritage conservation project work to submit proposals for the provision of Standing Offer heritage architecture services for project work on PCA historic sites and heritage buildings, where the architecture consulting firm would be both the principal provider of the heritage architecture services, and act as Prime Consultant for sub-contracted services required to fulfill the service request (i.e., acting as Prime Consultant, the architecture consulting firm would take responsibility for the engagement of, and coordination of, Sub-Consultant work).

The selected consultants shall provide a full range of professional services in Design, Construction and Post Construction stages for projects in the province of Québec.

Project work undertaken using this Standing Offer will mostly - but not exclusively - relate to buildings that have been designated by the Federal Heritage Building Review Office (FHBRO) and/or built heritage resources within National Historic Sites and National Parks. 

Call-ups undertaken through this Standing Offer may include (but are not limited to):

• rehabilitation, restoration and/or preservation interventions;

• adaptive re-use interventions;

• building extensions;

• interim, preventative and/or mitigative measures (such as heritage recording, stabilization, and/or mothballing);

• research related to built heritage resources, and/or research required for built heritage projects;

• technical service projects; and

• development of scenarios and options for built heritage sites, including site and building programming;

• selective demolition.

Proponents shall be licensed to practice in the province(s) of Québec.

It is Parks Canada's intention to authorize four (4) Standing Offers for a period of two (2) years with an option available to the Crown to extend the Standing Offers for one (1) additional year. The total dollar value of the Standing Offer is estimated to be $10,000,000.00 (GST/QST Included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offer will be called-up; PCA will award call-ups only when the specific services to be provided under the Standing Offer are needed.
