The onus is on the bidder to ensure that the bid is delivered on time to the location designated.
Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.
SCOPE OF WORK / DELIVERABLES:
Work under this Contract includes but is not limited to the provision of all labour, materials and equipment required to:
.1 Design, supply and install one [1] new guyed communication tower, two [2] new waveguide bridges, and four [4] waveguide bridge posts;
.2 Design, supply and install new foundation and anchors for the guyed tower;
.3 Supply and install three [3] new Coast Guard antennas;
.4 Remove existing DF antenna and install on new tower;
.5 Supply and install all associated cabling and accessories;
.6 Install one Hamilton Township antenna and associated cabling;
.7 Supply and install grounding system improvements/extension;
.8 Demolish and remove existing tower, foundations, anchors and cabling;
.9 Backfill and compact excavations and supply imported granular materials and topsoil;
The following work will be undertaken by others and is hereby excluded:
.1 Connection of cables inside shelter and testing for correct operation of all antennas;
.2 Testing and commissioning of Coast Guard equipment and obstruction l ighting;
.3 Supply of Hamilton Township antenna, cable and terminals;
.4 Testing and commissioning of Hamilton Township equipment.

OPTIONAL SITE VIST:
Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
Contractors wishing to visit the site must contact the Contracting Authority to confirm their attendance.

MANDATORY REQUIREMENTS:
Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.
QUESTION AND ANSWER PERIOD:
Bidders should note that all questions regarding this Invitation to Tender are to be submitted ONLY in writing by email, no later than Tuesday, August 29th, 2017, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
