GENERAL DESCRIPTION OF WORK

The work covered by the present contract include repairs to the drinking water distribution system for the lac Édouard Camp grounds located in La Mauricie National Park. The existing infrastructure is obsolete and at the end of its lifecycle.

The Contractor shall perform detailed work to deliver a complete, operational and well functionning installation. Unless otherwise indicated, works described in the present contract include the supply, installation, connection of equipment, labour, transport and commissioning of the new system.

The following list describes the scope of work, without being limited to such :

1. Clearing and grubbing ;
2. Demolition of existing structures;
3. Excavation Works;
4. Decommissioning of approximately 1,4 km of existing water distribution system, including removals and off site disposal of conduits, accessories and disposal of associated waste materials;
5. The construction and installation of the proposed water distribution system of approximately 0,4 km in length including the supply and installation of new conduits associated equipment and all connections to existing buildings;
6. Partial replacement of two culverts;
7. Replacement of outside drinking fountain;
8. Backfilling of excavated areas, including granular and rockfill transition zones;
9. Rehabilitation of areas affected by work including pavement structure and surfaces, pathways and general landscape areas;
10. Temporary retaining and support structures;
11. Protection of all public equipment and utilities;
12. Required environmental protection measures;
13. Temporary signage and security measures for site access, traffic routing and management.

OPTIONAL SITE VISIT

It is recommended that the bidders attend the site visit at the designated date and time to examine the scope of the work required and the existing conditions. A maximum of two (2) representatives per bidder will be permitted to examine the sites.

Bidders must communicate with the Contracting Authority no later than one open day before the scheduled visit to confirm attendance.

Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site and their proposals. NO EXCEPTIONS WILL BE MADE.

CLOSING DATE AND TIME

September 12th, 2017 at 2pm (EDT)

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents.

PERIOD OF CONTRACT

The Contractor shall perform the work from contract award and complete it no later than the 15th of November 2017.
