Snow Clearing Services and Grounds Maintenance Services – RCMP National Forensic Laboratory Services, Edmonton, AB.

Description: The Royal Canadian Mounted Police, National Forensic Laboratory Services in Edmonton, Alberta, has a requirement for the Supply and Delivery of Snow Clearing Services and Grounds Maintenance Services at the National Forensic Laboratory in Edmonton, Alberta.

Delivery Date: The contract period will be for a twenty three month period, covering the actual work to be performed for the two (2) Snow Clearing Service seasons (Initial period – November 1st through March 31st, and remaining periods October 1st through March 31st), and/or for the two (2) Grounds Maintenance Service seasons (April 1st through to September 30th), from the date of contract award, with an irrevocable option to extend it for up to three (3) additional – twelve (12) month periods.The anticipated start date is November 1, 2017.

Security: Public Site Access, Facility Access 1 clearance (FA-1 Public Access Zone, No-Escort Required) for trades work (Exterior work – Snow Clearing and Landscaping) as required, as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).

Evaluation Procedures: Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.

Mandatory Site Visits: Wednesday, September 27th, 2017, at 2:00 p.m. MDT (Mountain Daylight Time) or Wednesday, October 4th, 2017, at 2:00 p.m. MDT (Mountain Daylight Time).

Basis of selection: A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

Bidders may bid on either the Snow Clearing Services or Grounds Maintenance Services or both, and that each service category will be evaluated separately, and therefore up to 2 contracts may be awarded as a result of this solicitation.

Requirements are in accordance with the Statements of Work in Annex A – Parts 1 and 2, and the Mandatory Technical Criteria detailed in the Annex B of the Invitation to Tender document.

Debriefings: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process.
