GENERAL DESCRIPTION OF WORK
The objective of this project is to undertake repair of all deteriorated stone masonry and mortar joints within all components of the lock including the walls, floor, wing walls, stop log gains and sluice tunnels and to specific approach walls external to the lock as required. Generally the work will include stone replacement, stone repair, repointing, grouting and excavation and backfilling. The work will also include the design, installation and removal of coffer dams. Some minor metal fabrication and painting is also required.
Work on this project is scheduled to be completed in 2 phases during successive, non-navigation seasons of the Rideau Canal. Non-navigation periods are, in general, from October 2017 to May 2018 and from October 2018 to May 2019. Contractor to completely demobilize from site between phases. In Phase 1 the intent is to complete all work outside the lock chamber as a priority, where cofferdams are required to dewater the work areas and as a second priority as much work in the lock as is reasonable before navigation begins. In Phase 2 the intent is to include the remaining repair work that can be accomplished inside a dewatered lock chamber with only stop logs installed in the lock stop log gains.
MANDATORY CRITERIA
Bidders must demonstrate with their bid that they meet the mandatory requirements. Refer to Appendix 4 for details.
OPTIONAL SITE VISIT
It is recommended that the bidders attend the site visit at the designated date and time to examine the scope of the work required and the existing conditions. A maximum of two (2) representatives per bidder will be permitted to examine the sites.
The site visit will be held on September 21, 2017 at 12:00 PM (noon) EDT

Meeting point: Lock operator building adjacent to the lock.
Bidders must communicate with the Contracting Authority no later than one open day before the scheduled visit to confirm attendance at sylvie.lagace@pc.gc.ca.
Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site and their proposals. NO EXCEPTIONS WILL BE MADE.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

PERIOD OF CONTRACT
The Contractor shall complete and perform all the work from the contract award to May 3rd, 2019.
