The Department of Foreign Affairs, Trade and Development (DFATD) requires the services of a Consultant to implement the Field Support Services project (FSSP) in Pakistan.
The project goal and objectives are to provide a range of services in support of the implementation of DFATD’s development programming in Pakistan, and in support of the Pakistanis and other development stakeholders. These services include, but are not limited to the provision of administrative, financial, procurement, logistical support and support to local development initiatives for DFATD projects/programs delivery. The FSSP will be managed by the Consultant.
The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one Consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The anticipated contract duration is five (5) years.
The working language for this project is English. Language skills in English and Urdu (both written and oral) are required for conducting business in Islamabad.
The Pakistan Field Support Services Project (FSSP) will provide a wide range of services that will enhance the quality of DFATD’s development programming in Pakistan and benefit Pakistani beneficiairies of Canada’s development assistance efforts. The FSSP will provide a platform for mobilising highly qualified Technical Specialists for thematic and sector areas related to DFATD’s priorities, and will contribute to DFATD’s efforts in multi-donor coordination mechanisms and policy dialogue with the Government of Pakistan. In addition, the administrative and support services provided by an FSSP would contribute to the efficiency of DFATD’s programming.
The FSSP will enable DFATD to deliver on commitments and results in Pakistan. It will provide specific Pakistan-related knowledge and expertise that will broaden DFATD’s understanding of local development issues and inform the design of sound development strategies. It will provide administrative, financial and logistical services in support of program delivery and oversight. It will facilitate delivery of a range of technical services including strategic, technical analysis and advice in line with Canada’s development priority themes, sectors and initiatives, including cross-cutting issues; knowledge-sharing and research initiatives; monitoring of investments, including results reporting, capturing lessons learned and risk assessment; and support for emerging priorities
A bidders’ conference will be held October 19, 2017.
To meet the requirements of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with experience in providing services similar to the FSSP (average annual project value, location of the project and types of services provided in the project).
