ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Title
Commissioning and training services for oil-free RIX compressors
2. Definition
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
3. Background
Natural Resources Canada (NRCan) in Ottawa, Ontario purchased three compressors from RIX INDUSTRIES resulting from Open Bidding and Traditional Non-Competitive solicitations. The three gas compressors, O2 (purchased & delivered in 2012), N2 (purchased & delivered in 2015) and CO2 (purchased & delivered in 2015), were delivered without start-up assistance or on-site training due to annual budget constraints. Funding has now been set aside for the commissioning of the compressors, which currently sit in storage. Due to the amount of time that the equipment has been sitting idle in storage, there is a possibility that the equipment may need some disassembly and cleaning.
4. Objectives
NRCan is seeking a vendor to assist with the commissioning the three RIX compressors. Natural Resources Canada facilities in Ottawa will house the commissioned equipment. The vendor will ensure that the compressors are to be maintained in accordance to their standards (i.e. CGA 4.1 standards for the O2 compressor). Qualified technicians must perform maintenance, as the compressors could pose a health risk if not properly maintained.
The vendor will also provide on-site training to selected NRCan employees in Ottawa. Employees who attend the training will be fully capable to operate the equipment, diagnose minor issues, and provide basic maintenance.
5. Project Requirements
5.1 Tasks, Deliverables, Milestones and Schedule

• Commission three RIX compressors (O2, N2 and CO2) at NRCan facilities in Ottawa, ON
• Inspect and provide required maintenance to compressors that have been sitting in storage
• Provide on-site training to NRCan employees
Schedule
• The project authority will finalize arrangements with the vendor to complete the tasks. As all of the work is expected to take place at secured NRCan facilities, the vendor will need to be escorted at all time. NRCan is seeking to have all the tasks completed within a two-week timeframe

8. Contract Period
The contract period shall be from date of award of contract to March 31, 2018.
9. Estimated Cost
The estimated maximum value of the contract is between $35,000.00 to $40,000.00 USD, including all applicable taxes.
10. Exception to the Government Contracts Regulations and applicable trade agreements
Sole Source Justification Exception of the Government Contract Regulations (GCR):
(d) Only one person or firm is capable of performing the contract
The contractor must:
1) Have access to technical schematics and maintenance manuals required to commission three RIX compressors at NRCan;
2) Use replacement parts specifically designed and approved for use in the compressors;
3) Possess qualified technicians who can commission the compressors as per the manufacturers specifications;
4) Be able to provide training to NRCan employees which will enable them to: operate the compressors, diagnose minor issues, and provide a basic level of maintenance; and
5) Perform all of the tasks and deliverables within in a two-week timeframe before March 31, 2018.
RIX INDUSTRIES is the only provider that can meet all of the criteria above as well as the project requirements in paragraph 5.1.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
