The Royal Canadian Mounted Police (RCMP) requires one (1) Gas Chromatograph / Mass Spectrometer (GC/MS) system for the analysis of samples encountered in forensic casework. The minimum essential specifications are detailed in the attached document. The requirement includes one (1) optional GC/MS system and associated services. Services include a minimum one-year of system warranty (phone support and on-site technical service), installation, and training.
The contract period will be from the date of contract to June 30, 2018 inclusive with an irrevocable option to extend it for one additional one-year period.
All goods must be received on or before March 31, 2018. All optional goods, if exercised, must be received on or before March 31, 2019. Installation and training services must be performed concurrently and must be carried out at a mutually agreed time not to exceed 60 days of GC/MS delivery.
Security Requirements: Before on-site work begins, the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the RCMP security requirements.
Basis of selection: The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price.
