American Sign Language (ASL) and Langue des signes Québécoise (LSQ) translation services for legal / technical documents.

Notice of Proposed Procurement

This requirement is for Employment and Social Development Canada.

Objective:

The goal of this Request for Proposal is to have a qualified vendor, with experience and expertise in interpreting complex information and terminology, to translate the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol (OP) from text to ASL and LSQ for a series of ASL and LSQ videos that will be shared publically.

For the purpose of this Request for Proposal, complex information and terminology can include vocabulary, concepts, and expressions used in human rights treaties, legal documents, legislation, and parliamentary proceedings, or other language similar to that used in the CRPD.

For the purpose of this Request for Proposal, “interpretation” is defined as providing sign language interpretation from the unscripted spoken word and “translation” is defined as providing sign language interpretation of written text.

Background Statement:

Canada ratified the CRPD on March 11, 2010. The CRPD is an international human rights treaty aimed at promoting, protecting and ensuring the equal enjoyment of all human rights and fundamental freedoms by persons with disabilities. The OP establishes allows individuals or groups to submit a complaint to the Committee on the Rights of Persons with Disabilities (Committee) alleging violations of the substantive rights protected under the CRPD.

To ensure equal access to the CRPD and OP, the documents will be translated to ASL and LSQ.

Proposed period of contract:

The contract period is estimated to be from the date of contract award to March 31, 2018.
