The Department of Indian Affairs and Northern Development, BC Region (DIAND-BC), on behalf of First Nations throughout British Columbia, requires land appraisals for many purposes including, for the determination of the fair market value of interests on reserve land and non-reserve land, for historical land value appraisals and for periodic rent reviews. In addition, DIAND-BC requires appraisal consulting services, including reviewing appraisals, reviewing and drafting Terms of Reference and advising DIAND-BC on other appraisal and land valuation matters, on an as and when requested basis.
Up to three standing offer agreements may be awarded for an initial two year period, and up to three option year periods.
Standing Offers will be awarded based on a determination of Best Value taking into account the combined rating the technical merit of the offer and the financial evaluation.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
The Request for Standing Offers (RFSO) is to establish Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.
