    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada is the federal government agency responsible for administering sentences of a term of two years and more, as imposed by the Courts. CSC is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.

    CSC operates under three levels of management: National, Regional, and Institution/District Parole offices. The National Headquarters in Ottawa performs overall planning and policy development for the Service, while each of the five Regional Headquarters implements CSC activities within their respective Regions.

    CSC’s Health Services Sector enables CSC to attain its mission and mandate by providing offenders with efficient and effective health services that encourage inmate responsibility, by promoting healthy reintegration and contributing to safe communities. CSC’s Health Services Sector has a presence at all levels of management from coast to coast.

    The Correctional Service Canada has a requirement to:

    Objectives: The objective of the contract is to provide physiotherapy services to the clientele at Nova Institution.

    Deliverables:

    Physiotherapy sessions shall be conducted up to a maximum of 26 sessions per year. The duration of the sessions shall be 3 hours in duration. Physiotherapy sessions shall be conducted at the discretion of the Chief of Health Services.

    Contractor is required to be licensed and a member in good standing with the Nova Scotia College of Physiotherapists. In addition, the contractor must provide verification of malpractice insurance. These documents must be provided annually.

    Provide physiotherapy services to the offender population as ordered by the institutional physician and consulting specialists. This service is to be in accordance with generally accepted provincial/community standards and must follow any relevant Correctional Services of Canada Policies, Directives, Guidelines, Standards and Instructions.

    Document appropriately in CSC medical files all relevant information concerning client interventions, examinations and treatments in accordance with professional standards. 

    Perform routine maintenance of on-site physiotherapy equipment and advise the Chief of Health Services of all necessary maintenance and repair work that must be completed by a technician.

    Consult with the Chief Health Services regarding any proposals for operational changes. 

    Clinics may be cancelled by the Chief Health Services with a 24-hour notice based on urgent institutional circumstances at no cost to CSC

    Ensure proper records of workload and statistical requirements are maintained.

    Provide project authority a monthly invoice that must include the date(s) of service, duration of clinics, and type of service rendered. 

    Participate as required in Institutional, Regional and/or National activities and committees related to Quality Improvement, Patient Safety and Accreditation at the request of the Project Authority.

    Participate in team meetings/discussions when requested by the Chief of Health Services.

    Agree to adhere to the approved Essential Health Services Framework and provide appropriate documentation to justify requests not covered under the aforementioned document. Documentation shall be completed and forwarded to the designated authority. The designated authority will be the Regional Manager of Clinical Services.

    Adhere to and support Correctional Service Canada policies with respect to the economical and efficient management of Health Service’s resources.

    Term of Contract: Period of the Contract: The Work is to be performed during the period of July 16th, 2018 to July 15th, 2019 with the option to renew for four (4) additional one-year periods.
