SCOPE OF WORK / DELIVERABLES:
The work consists of the furnishing of all plant, labour, equipment and material for building demolition and reconstruction at Bear Cove Point, NL in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of the contract.
In general, work under this contract consists of removal of the existing building, site backfilling/grading, new concrete foundations and installation of an owner supplied fiberglass building.
LOCATION OF WORK, WORK SITE AND DELIVERY POINT:
Bear Cove Point, NL
SITE VISIT:
A non-mandatory site visit will be held on Monday, May 14 at 11:00 am. The location for the site visit will be Bear Cove Point. It is located at the terminus of a 3 km gravel access road situated in the community of Renews-Cappahayden, along the southern shore of the Avalon Peninsula.
Contractors wishing to visit the site must contact by email, the Senior Contracting Officer listed below.
Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
Contractors, bidders, or those they invite to site are to review specification Section 01 35 29.6 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.
QUESTION AND ANSWER PERIOD:
Bidders should note that all questions regarding this Invitation to Tender are to be submitted ONLY in writing by email, no later than Wednesday, May 16, 2018, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
