Translation and Editing services

DESCRIPTION OF REQUIREMENT

The Canada Revenue Agency (CRA) has an ongoing requirement for translation and editing services in Canada’s two official languages (English and French) to meet the operational needs of the CRA.

The objective is to continue providing CRA with the best value of translation and editing services on a national basis while:

• providing one-stop shopping with standardized, high quality translation services delivered on a timely basis;
• streamlining internal business processes and improving overall process efficiencies in the CRA; and

achieving savings when acquiring translation services.

Historical Data

Between 2014 and 2017, the CRA had approximately of 63 million words translated, of which the majority was translated from English to French. Editing services for a minimal number of words were also required from time to time. These business volumes are based on past consumption and are provided for information only. They should not be considered as a commitment of future business volumes.

PERIOD OF CONTRACT

The services will be required to be performed from date of contract award to October 31, 2020 inclusive with five irrevocable options to extend the Contract period. Each option is for an additional period of one year.

EVALUATION PROCEDURES

The evaluation of proposals will be performed in five stages as follows:

Stage 1 – Mandatory Requirements

Stage 2 – Point Rated Requirements

Stage 3 – Financial Proposals

Stage 4 – Determination of the Bidder’s Overall Score

Stage 5 – Other Pre-Award Conditions

MANDATORY CRITERIA

The Bidder must meet all mandatory criteria applicable to this solicitation. Bids not meeting all mandatory criteria will be given no further consideration.

POINT RATED CRITERIA

Only the bids meeting the mandatory criteria will be evaluated and scored in accordance with the point rated evaluation criteria.

CONTRACTOR SELECTION METHODOLOGY

The compliant bid with the highest combined rating of technical merit (50%) and price score (50%) will be recommended for award of a contract subject to pre-award conditions being met.

Minimum Contract Value

The resulting contract will incorporate a stipulated “Minimum Contract Value” of $150,000 (applicable taxes included).
