    1. The Purpose and Explanation of an ACAN

    An Advance Contract Award Notice (ACAN) allows Health Canada to post a notice for no less than fifteen (15) calendar days, indicating to the supplier community that a goods, services or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the minimum essential requirements identified in the ACAN, the Contracting Authority may then proceed to award a contract to the pre-identified contractor.

    2. Rights of Suppliers

    Suppliers who consider themselves fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to electronic or traditional bidding processes.

    4. Definition of Requirements or Expected Results

    Dr. S. Perkins will provide medical-scientific advice and consultative services focusing on laboratory standards for population health studies. The scope will include recommendations on assays and instrumentation, evaluating and assessing laboratory performance and activities of the Nutrition Research CHMS laboratory as required as it prepares for, conducts analyses and makes any required procedural modifications undertaken in support of the Canadian Health Measures Survey. Dr. Perkins will provide these services via email, telephone and on-site consultation support as required for the duration of the contract.

    5. Minimum Essential Requirements

    Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:

    a) Extensive experience in the field of clinical and research biochemistry within the past five years, at provincial and/or national levels.

    b) Experience and practical knowledge of the Canadian Health Measures Survey.

    c) Extensive Experience and participation in medical advisory committees at the provincial and national level.

    d) Extensive experience in clinical laboratory licensing and accreditation.

    e) Certification and Fellow or Emeritus Fellow in Clinical Biochemistry (FCACB or FCACB (RET))) in the Canadian Academy of Clinical Biochemistry or other recognized equivalent (eg FACB from American Academy of Clinical Biochemistry). 

    f) Located within the National Capital Region (NCR) in order to respond to rapid requests

    Extensive experience is defined as five years or more.

    6. Reason for Non-Competitive Award – Government Contracts Regulations Exception

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d)

     "only one person is capable of performing the work".

    8. Ownership of Intellectual Property

    Ownership of Intellectual Property will rest with the Contractor.

    9. Period of the Proposed Contract

    The contract period shall be from date of contract award until May 31, 2021, plus two one-year option periods, from June 1, 2021 to May 31, 2022 and from June 1, 2022 to May 31, 2023.

    10. Estimated Value of the Proposed Contract

    "The total estimated value of the proposed contract should not exceed $67,000.00 including travel and living expenses (if applicable), and all applicable taxes."

    The Closing Date and Time for accepting Statements of Capabilities is July 5, 2018, at 2:00 p.m. EDT).
