SET-ASIDE FOR ABORIGINAL BUSINESS
This procurement is set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business see Annex 9.4 of the Supply Manual.
This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Aboriginal peoples or for set-asides for small and minority businesses.
The “Forges du Saint-Maurice” National Historic Site had been recognized by the government of Canada as having great value both culturally and spiritually, as well as in terms of heritage. That is why any work executed at that site must respect this value, especially the archaeological vestiges and the “Fontaine-du-Diable” sector.
This contract includes the reconstruction of the access road in the “Forge-Basse” and “Fontaine-du-Diable” sectors, the construction of a drainage ditch, the rehabilitation of culvert extremities and culvert cleaning, the demolition of a section of wooden pipe, the reconstruction of a section of water course and the construction of a seating area and retaining wall.
All structures will require the following: preparatory work and construction site mobilisation activities, environmental protection measures, construction signs, the design, supply and installation of temporary structures and accesses, construction site organisation, permanent signs and site restoration after construction.
Planned work also includes the following (without limitation):
• Signs for visitors to the site;
• The removal of the existing access road’s foundation;
• Earthworks and the installation of aggregates for the access road;
• The excavation of the drainage ditch, sodding and the installation of riprap;
• The installation of riprap at the entrance of existing culverts;
• The cleaning of existing culverts;
• The demolition of a section of wooden pipe (culvert);
• The reconstruction of a section of watercourse after the removal of a wooden pipe and riprap;
• The construction of a limestone and surface stone seating area;
• The construction of a granite retaining wall.
The demolition of the section of wooden pipe and the reconstruction of the watercourse must be carried out between September 4, 2018 and September 14, 2018, inclusive.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents.
PERIOD OF CONTRACT
The Contractor must perform the Work from the 4th of September 2018 and complete it no later than the following twenty (20) consecutive business days.
