    The NFI has a requirement for photo interpretation and digital data capture for as many as 5000 plots over 10 years. In the first two years, up to 400 would be from aerial photography and up to 600 from satellite imagery. In the following 5 years, an estimated 500 plots per year, from either aerial photos or satellite imagery, may require interpretation and digital data capture. The actual number of plots for contracts awarded each year will be governed by the NFI project budget, which is variable.

    Where available, the NFI will provide contractors with a previously completed land cover shapefile of the photo plot and associated attributes. The NFI will also provide the specifications for the creation of shapefiles and attribute data files, a data dictionary, a Photo Plot Data Entry Utility, a link to the online Photo Plot Metadata Tool, the imagery from which the land cover mapping is to be completed and NFI photo plot boundary files.

    Contractors will be required to create shapefiles and attribute files for each plot and use the NFI Photo Plot Data Entry Utility to ensure that the data passes all levels of quality assurance. It is not required that the contractor use the NFI Photo Plot Data Entry Utility to keypunch the data, but the CSV files, packaged in the required format, must pass the tool’s Quality Assurance module.

    Contracts will not be considered complete until all of the plots have passed a thorough interpretation review by the NFI Project Office.

    1.2.1 This requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).

    1.2.2 The Request for Supply Arrangements (RFSA) is to establish supply arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting supply arrangements.
