RFP Process Improvement and Project Management – Joint Indigenous Monitoring – Operations Support

This bid solicitation is being issued to satisfy the requirement of the National Energy Board for process improvement and project management –Joint Indigenous Monitoring – operations support. It is intended to result in the award of one (1) contract from date of award to November 30, 2019, plus an option to extend the term of the Contract by up to two (2) additional year periods under the same conditions.

The objective of this contract is to improve the NEB’s ability to incorporate Indigenous perspectives in its regulatory safety and oversight activities, to work collaboratively with Indigenous pipeline monitors on joint inspection and monitoring activities, and to actively and collaboratively work with Indigenous communities to co-develop processes, policies and guidance that achieve these stated objectives. 

It is further intended that this contract be set-aside specifically for competition limited to any qualified Aboriginal contractor as a voluntary procurement set-aside, as part of the Government of Canada’s Aboriginal Procurement Strategy.
