The objective of this Request for Proposals is to find a supplier that will provide all-inclusive comprehensive preventive maintenance services, including all necessary tools, services, materials and labour on the HVAC Equipment and Boilers belonging to the Department of Canadian Heritage (PCH) and housed at the Canadian Conservation Institute (CCI) located at 1030 Innes Road, Ottawa, ON, in accordance with the Statement of Work and Equipment List attached herein as Annex A and Attachment 1 to Annex A. The period of the resulting contract will be from February 1, 2019 to January 31, 2022 with the possibility of extending the period by up to two (2) additional one (1) year option periods.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Korea Free Trade Agreement, the Canada-Chile Free Trade Agreement, the Canada-Columbia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement, the Canada-Ukraine Free Trade Agreement (CUFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
Suppliers that wish to submit a proposal must satisfy each of the following mandatory evaluation criteria:
M1:
The Bidder must attend the Mandatory Site Visit as specified in Part 2, section 2.6 – Mandatory Site Visit.
M2:
The Bidder must provide a list of all service personnel carrying out the work, including apprentices. The Bidder must also demonstrate that all service personnel are in possession of a valid licence/certification or have obtained training for the specific work they will be performing (as listed below):
1. Ozone Depletion Card;
2. Air Condition and Refrigeration License for the Province of Ontario;
3. Province of Ontario Gas Certificate G1;
4. Training on Variable Speed Drives (VSD) or Variable Frequency Drives (VFD).
M3:
The Bidder must demonstrate that, if used, apprentices are fully registered in a Refrigeration Tradesman Program and will work under the direction of a Licensed or Certified Technician.
M4:
Personnel Experience
The Bidder must demonstrate that the Technician(s) (excluding apprentices) that will be carrying out the work have at least three (3) years of experience, from the date of bid closing, in servicing the different types of equipment as outlined in the Equipment List at Attachment 1 to Annex A.
M5:
Bidder’s Experience
The Bidder must demonstrate that it has completed two (2) past projects similar in scope and complexity to the Work described in the Statement of Work at Annex A with a minimum three (3) year duration. The Bidder must provide project descriptions which include the following:
- Name of client
- Building Location / address
- Description of equipment serviced and type of service rendered
- Start and End Date of the contract
- Contact person name and telephone number (for validation purposes only).
