Technical Expertise – Development of the Canadian Offshore Renewable Energy Projects Safety and Environmental Protection Regulatory Framework

The intent of the contract is to engage with an independent and knowledgeable external source to support NRCan in:

• Developing an oversight framework to regulate the safety of offshore renewable activities and environmental impacts of such activities;

• Ensuring the framework requirements represent industry best practices and are flexible where possible to allow innovation and continuous improvement; and,

• Ensuring that the proposed requirements flowing from this framework are feasible (e.g. that they can be reasonably implemented and achieved by proponents) and enforceable (e.g. regulator can easily ensure compliance with the requirements).
