ADVANCED CONTRACT AWARD NOTICE
STANDING OFFER FOR BASIC AND ADVANCED NMEA 2000 NETWORKING COURSE
The Department of Fisheries and Oceans / Canadian Coast Guard has a requirement for the provision of Basic and Advanced NMEA (National Marine Electronics Association) Networking Courses.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to the National Marine Electronics Association, Severna Park, MD. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.
If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, the government will proceed to a full tendering process on either GETS or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Statement of Requirement
The Department of Fisheries and Oceans / Canadian Coast Guard (CCG) has a requirement to offer CCG personnel basic and advanced NMEA 2000 networking courses.
The CCG is in the process of building new Search and Rescue (SAR) Bay Class Lifeboats to replace some vessels that are operated from various SAR stations across Canada. The vessels are fitted with the NMEA 2000 network to transfer data between navigation and mechanical equipment.
CCG has identified two National Marine Electronics Association (NMEA) courses that will enable CCG Personnel to properly maintain, troubleshoot and repair the network system fitted on-board. The courses are the NMEA 2000 basic and advanced networking system courses. Other optional NMEA courses may be provided during the period of the standing offer.

Trade Agreements and Other Obligations
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.
Government Contracts Regulations (GCRs) Exception and Limited Tendering Reasons
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – Where only one supplier can do the work.
The National Marine Electronics Association is the copyright owner of the course material and is the only authorized provider of this training.
Security Requirements
There are no Security requirements for this Standing Offer.
Ownership of Intellectual Property (IP)
There is no Intellectual Property being created under this Standing Offer. The IP for the training materiel and course delivery remains with NMEA.
Period of the Proposed Contract
The period of the proposed Standing Offer is from January 1, 2019 to January 1, 2023.
Cost Estimate
The estimated limitation of the proposed Standing Offer is $270,000.00 USD for 4 years ($67,500.00 USD per year) plus tax.
Suppliers’ Right to Submit a Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Closing Date for Submission of a Statement of Capabilities
Statement of Capabilities must be received no later than 2:00 PM Atlantic Standard Time, December 27, 2018. Submissions received after this date and time will not be accepted.
