    Description: The Royal Canadian Mounted Police, Consort Detachment in Consort, Alberta, has a requirement for the Supply and Delivery of seasonal Snow Clearing and Snow Removal Services at the Consort Detachment in Consort, Alberta.

    Delivery Date: The period of the contract is during a Twenty (20) month period, covering the actual work to be performed during each Winter season, which normally consists of a six (6) month period from November 1st through to April 30th, with an irrevocable option to extend it for up to Two (2) additional – Twelve (12) month periods.

    The start date is March 1, 2019.

    Security: Public Site Access, Facility Access 1 clearance (FA-1 Public Access Zone, No-Escort Required) for trades work (Exterior work – Snow Clearing, and/or Snow Removal) as required, as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).

    Evaluation Procedures:

    a) Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.

    b) An evaluation team composed of representatives of Canada will evaluate the bids.

    c) The evaluation team will determine first if there are two or more bids with a valid Canadian Content certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, the evaluation will continue among those bids with a valid certification. If all bids with a valid certification are subsequently declared non-responsive, or are withdrawn, then all the other bids received will be evaluated.

    The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, DDP Delivered Duty Paid, Canadian customs duties and excise taxes included.

    Optional Site Visit: Thursday, January 3, 2019 at 1:00 p.m. Mountain Standard Time (M.S.T.).

    Basis of selection: A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

    Requirements are in accordance with the Statements of Work in Annex A, and the Mandatory Technical Criteria detailed in the Annex B of the Invitation to Tender (ITT) document.
