    This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 for services in the National Capital Region for the following categories:

    Three (3) Level 3 Business Transformation Architect

    One (1) Level 2 Business Transformation Architect

    One (1) Level 3 Business Systems Analyst 

    Two (2) Level 2 Business Systems Analyst

    To facilitate the process, Innovation, Science and Economic Development Canada has chosen to attach a copy of the RFP to allow those suppliers who were not formally invited to bid on this requirement to submit a proposal should they wish to do so. Only suppliers listed on Attachment 2 to Part 1 of the solicitation of this notice can submit a proposal. (Suppliers listed in Attachment 2 to Part 1 of this notice should hereby consider themselves invited to bid (there is no requirement for the suppliers listed in Attachment 2 to Part 1 to further request to be added to the invited bidders list).

    SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the E60ZT-16TSPS series as that joint venture at the time of bid closing in order to submit a bid.

    Description of Work:

    The contract period will be for one (1) year, plus two (2) one-year irrevocable options allowing Canada to extend the term of the contract.

    Background

    Over the past four years, Corporations Canada (CC) has been leading a federal, provincial, territorial working group with a mandate to connect all 14 business registries in Canada through the multi-jurisdictional registry access service (MRAS). MRAS is an interoperability broker that digitally connects the registries to enable:

    • a unified search capability;

    • “tell us once” extra-provincial registration services for multi-jurisdictional businesses through a data mapping/transformation component that creates interoperability between registries; and

    • real-time notifications of changes to business information between registries.

    In addition to serving as an interoperability broker, MRAS includes a virtual registry component that supports jurisdictions that do not currently have online services. The virtual registry provides the necessary functions that jurisdictions can build on to develop online services that will interoperate with MRAS and other registries.

    The following outlines the phases in the evolution of MRAS:

    • April 2015 to March 2016 – all 14 jurisdictions came together through monthly meetings to understand the problems faced by Canadian businesses and to identify desired outcomes.

    • April 2016 to August 2016 – user stories guided the jurisdictions in the co-development of a proof of concept that resulted in the unanimously agreed upon vision to digitally connect Canada’s business registries through MRAS.

    • September 2016 to March 2017 – a prototype was developed to determine how to connect the registry systems and to identify the design, technical and business process risks.

    • October 2017 to April 2018 – five jurisdictions were selected to participate in the development of a functioning pilot which successfully demonstrated interoperable data-sharing between registries.

    • June 2018 – the first component of the functioning pilot (that is, the beta version of MRAS that supports the unified search capability) was launched; it is now live and provides the public with the ability to search for business information across the participating registries.

    • August 2018 to present – two more jurisdictions were added to the development of the functioning pilot and the participating jurisdictions are currently working together to complete the development of and to operationalize the beta version of the data mapping/transformation and notification components of MRAS that the provinces will leverage to launch their “tell us once” extra-provincial registration services and real-time notifications of changes to business information by no later than January 1, 2020; requirements are also being scoped out with one of the jurisdictions for a virtual registry in order for that jurisdiction to be able to fully interoperate with MRAS and other registries.

      The beta version of MRAS is currently under development using an agile development process that will support all four components: unified search capability, data mapping/transformation that facilitates “tell us once” extra-provincial registration processes for multi-jurisdictional businesses, real-time notifications of changes to business information between registries and the virtual registry. The beta version of MRAS is being developed to meet the needs of Canadian businesses while respecting existing provincial and territorial business models and standards.

    Objective

    The Connecting Canada’s Business Registries through MRAS initiative’s objectives are to accomplish the following:

    • continue engagement with the existing federal, provincial, territorial working group;

    • complete the agile co-development and operationalization of the beta version of all four components of MRAS with the actively participating provinces and their IT and business registry experts so that they are able to launch their “tell us once” extra-provincial registration processes and real-time notifications of changes to business information by no later than January 1, 2020, a deadline that is required to meet the provinces’ commitments under the New West Partnership Trade Agreement; and

    • continue to work with the remaining provinces and territories so that they will be aware of what they need to have in place to fully interoperate with MRAS and other registries.

    • Bidders must submit a bid for all resource categories

    • The work is currently being performed by Systemscope Inc. under contract (value $2M)

    ENQUIRIES – BID SOLICITATION

    All enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the bid closing date. Enquiries received after that time may not be answered.

    Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a "proprietary" nature must be clearly marked "proprietary" at each relevant item. Items identified as proprietary will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the questions or may request that the Bidder do so, so that the proprietary nature of the question is eliminated, and the enquiry can be answered with copies to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.
