5P201-19-0003/A Replacement of Waste Water Treatment System at the Saint-Mathieu-du-Parc Operations Centre, La Mauricie National Park
Requirement
The Parks Canada Agency is issuing an invitation to tender to hire a contractor to replace the wastewater treatment system at the St-Mathieu-du-Parc Operations Center - Phase 5. The work includes, but is not limited to, the cleaning of eleven (11) gutters, catch basins and sewage manholes, live video inspection of a sanitary sewer pipe, the dismantling of the existing ProStep system, the addition of a sanitary manhole, the repair of a gutter in an existing sanitary manhole, the rebuilding of the sanitary connection line from the operational center, the supply and installation of a ProStep system (septic tank with integrated pumping station), the replacement of the force main from the pumping station supplying the existing wastewater treatment element through an insulated and heated pipe and the replacement of the water/oil separator of the Hercules building.
To assist with bonding and insurance requirements, this project is estimated at a value between $100,001 > $250,000, taxes extra.
Delivery Date
Contractor shall perform and complete the Work no later than November 1, 2019.
Optional Site Visit
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the Operational Centre at 50 Chemin du Lac-Goulet (formerly 2141 Chemin St-Paul) on April 9, 2019. The site visit will begin at 11:00 a.m. During the site visit, the principle areas of work will be snow covered.
Bidders are requested to communicate with the Contracting Authority no later than April 8, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
Information
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
