National Capital Commission (NCC) has engaged O2 Planning + Design Inc. to assist in developing a renewed Master Concept Plan and set out a vision for the redevelopment of LeBreton Flats, a 23.9-hectare urban site located directly west of downtown Ottawa. The Master Concept Plan will build on an existing LeBreton Flats Plan (1997) and include a phasing and implementation strategy that is feasible, cost effective and reflective of the values of its users and of Canadians for this important nationally and internationally recognized site.
Site Context
The Master Concept Plan subject lands area is a 23.9-hectare site that is owned by the NCC. It is located in the City of Ottawa, Ward 14 – Somerset and is directly adjacent to Ward 15 – Kitchissippi. The subject lands and study area are identified in Schedule A. The study area is to be reviewed and confirmed by the consultant and project team as part of Phase 1 of the project, but is expected to include the area bounded by:
• Albert and Slater streets to the south,
• The rail tracks to the west,
• The escarpment to the east, and
• The Ottawa River to the north
Significant features in the area include:
• The surface LRT line and two LRT stations at Bayview and Pimisi
• The Sir John A. Macdonald Parkway
• A temporary park known as Pindigen Park on a future potential development site
• Existing and planned development projects in the area
• An existing residential neighbourhood to the south of the subject site (south of Albert), which forms part of the areas historically understood to be LeBreton Flats (including the Lorne Avenue Heritage Conservation District)
• The future City of Ottawa and Library and Archives Canada joint facility
• An open and partially buried aqueduct, a heritage feature
• A second, fully buried aqueduct
• The Ottawa River shorefront, including Nepean Bay inlet
• The National Holocaust Memorial
• The Canadian War Museum
• LeBreton Flats Park
