    REQUIREMENT

    WORK DESCRIPTION

    1. The works are located at two (2) distinct sites: the Wapizagonke-South sector and the Rivière-à-la-Pêche (RALP) sector. The current project comprises, but is not limited to, the following works:
    2. Wapizagonke-South sector:
      1. Decommissioning of a 250-metre section of the existing water supply system, including removal of existing appurtenances;
      2. Construction of a new 250-metre-long (approx.) water supply system, including supply and installation of piping and appurtenances;
      3. Installation of column drain;
      4. Installation of drainage wells;
      5. Installation of a pressure regulator;
      6. Rehabilitation of gravel and paved pathways, along with all other areas affected by the works;
      7. Environmental protection structures;
      8. Temporary retaining structures;
      9. Protection of existing equipment belonging to Parks Canada Agency;
      10. Protection of public utilities, including underground electrical power supply belonging to Hydro-Québec;
      11. Works required to protect existing trees (crowns, trunks, and root systems) from damage during all work phases;
      12. Temporary signage and traffic management protection elements.
    3. Rivière-à-la-Pêche sector:
      1. Replacement of pumping station equipment at the RALP campground;
      2. Testing and commissioning.
    4. All works mentioned in the current contract, including supply of materials and appurtenances, equipment, tools, labour, and transportation.

    To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.

    PERIODE OF CONTRACT/ DELIVERY DATE

    The Contractor shall perform and complete the Work from October 15 2019 to November 8 2019 for the water supply system and from October 15, 2019 to January 31, 2020.

    SECURITY REQUIREMENT

    There is no security requirement associated with this bid solicitation.

    OPTIONAL SITE VISIT

    It is recommended that the Bidder or a representative of the Bidder visit the work site.

    Interested bidders are to meet on August 8, 2019 at Saint-Mathieu Entrance in La Mauricie National Park. The site visit will begin at 10:00am.

    Bidders are requested to communicate with the Contracting Authority no later than August 7, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    ENQUIRIES

    All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada.
