WORK DESCRIPTION
The work covered by this contract shall include but not be limited:
.1Supply, installation and removing of cofferdams;
.2Drying and dry maintenance of the lock including lock approaches;
.3Removal of sludge, mussels and other waste on the bottom of the lock;
.4Replacement of the lock doors including the footbridges;
.5Reinforcement of the lock thresholds;
.6Replacement of mechanisms for doors and gate valves of the lock including removal of the existing hydraulic system, removal of the existing automation system, supply and installation of new manual mechanisms;
.7Upgrading of the electrical system of the lock including the modification of the electrical distribution in the main electrical room, various works in the main electrical room and the Lockmaster's stall, the relocation of loads in an existing panel, the upgrade of schedule panels, the modification of the upstream and downstream operators' consoles, as well as various works;
.8Various maintenance work on the lock;
.9Survey of the lock;
.10Cleaning and reorganization of the site as well as removal of leftover materials out of Parks Canada's property;
.11All labour, materials and equipment required to complete works;
.12Service visits to demonstrate the proper operation of the new doors and new equipment for the manual operation of the lock;
.13Dismantling of the hydraulic unit including all components: tank, motors, pumps, valves, cylinders, hydraulic lines including those that pass under the lock, electrical connection, control panel, support, etc.
.14Dismantling and installation of the new door opening mechanisms including the racks and their fasteners on the doors.
.15Dismantling and installation of the valve opening mechanisms including the fixing of the wood studs on the doors to the site (the mechanisms will already be pre-assembled on the wood studs).
.16Handing over various equipment to the Agency Representative, at the designated location.
To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.
Period of Contract / DELIVERY DATE
The Contractor shall perform and complete the Work from October 21 2019 to April 18, 2020.
SECURITY REQUIREMENT
There is no security requirement associated with this bid solicitation.
optional SITE VISIT
It is recommended that the Bidder or a representative of the Bidder visit the work site.
Interested bidders are to meet on August 15, 2019 at 327 Champlain Street, Saint-Jean-sur-Richelieu, Quebec, J3B 8V7. The site visit will begin at 10:00am.
Bidders are requested to communicate with the Contracting Authority no later than August 14, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
ENQUIRIES
All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION:
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
