The Chilcotin raining Area (CTA), located north of the small community of Riske Creek and about 35 kilometers west of Williams Lake, consists of approximately 41,000 hectares of land owned by the Department of National Defence (DND. The management of forest resources on this property is the responsibility of the Department of Indigenous Services Canada (ISC) through an Order-in-Council P.C. O.I.C 1961-807.
ISC has identified areas within the CTA that are Not Satisfactory Restocked. As a result, a reforestation program on the property as part of ISC due diligence to rehabilitate the forested land base. Re-forestation maps of the CTA will be made available to the registered bidders prior to the mandatory site viewing in a Avanza PDF map format.
ISC is awarding one contract for 2020 planting season to carry out reforestation services in support of ISC’s due diligence to rehabilitate the forested land base.
This will include 2020 spring planting for of the following 2.5 million seedlings plus any additional overflow seedlings that ISC may be able to acquire.
Bidders will be assessed based on firm experience, knowledge of tree handling procedures, health and safety and must be in good standing with WorkSafeBC. Bidders will be required to have first aid crew member(s) in accordance with WorkSafeBC.
Bidders must have a project supervisor/manager with five planting season of project supervision experience and six planting seasons of tree planting industry experience. Foreperson(s) must have two planting seasons experience and five seasons of tree planting industry experience. Experience may be concurrent.
Bidders will need sufficient resources to plant up to 2.5 Million trees within eight (8) weeks of snow and frost free conditions estimated to be mid April 2020.
Bidders should include First Nation involvement in the undertaking of this contract.
This procurement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), and the Canadian Free Trade Agreement (CFTA).
