Construction Management (CM) Services – Carcross, Faro & Ross River Detachments

1. Summary

1. Overview

The Royal Canadian Mounted Police requires services for a Program of Work covering three separate projects, each with different requirements. The new Carcross Detachment, the new Faro Detachment and the Ross River Detachment Expansion and Renovation projects are to be treated as a multi-project Program of Work. One Construction Management Firm is required to deliver the full scope of work for all three projects.

2. Enquiries

Enquiries regarding this RFP must be submitted in writing, via e-mail, to the Contracting Authority identified below as early as possible within the solicitation period. Enquiries should be received no later than December 9, 2019 to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

3. General Information

3.1 Comprehensive Land Claims Agreements: This procurement is subject to the Carcross/Tagish First Nation Final Agreement.

3.2 Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid.

3.3 This procurement contains mandatory and rated requirements. Failure to comply may result in rejection of your bid.

3.4 Firms intending to submit bids on this project should obtain bid documents through the GETS service provider on the Government of Canada Web site at http://buyandsell.gc.ca/procurement-data/tenders. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package.

3.5 The Crown retains the right to negotiate with suppliers on any procurement.

3.6 Documents may be submitted in either official language of Canada.

3.7 RCMP has adopted the Integrity Regime administered by PSPC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.

3.8 The Ineligibility and Suspension Policy and integrity clauses are being incorporated in RCMP contracting activities as outlined in this solicitation.
