Description of Work:
The Value Chain Roundtables are a unique forum, supported and organized by Agriculture and Agri-Food Canada, that bring together key industry leaders from across the value chain with government representatives to address priority areas for the sector. They have been highly successful in advancing engagement and are held in high regard by the industry.
There are currently 18 national Roundtables and other fora: Bee Health, Beef, Food Processing, Grains, Horticulture, Industrial Bioproducts, Organics, Pork, Poultry Sustainability, Pulses, Seafood, Seed Sector, Sheep, and Special Crops; Agri-Subcommittee on Food Safety, Multi-Stakeholder Forum on Neonicotinoids; and the Public Trust Steering Committee. Chairs from all tables come together annually to address cross-cutting issues facing the sector (e.g., labour, regulations). There are also three related committees that have been added.
Since their creation in 2003 to develop export market strategies, the Roundtables have grown in number (originally six) and size, and the role and mission of the tables is varied and undefined.
Given that AAFC is reviewing the VCRT engagement model with industry, there will be a demand for strategic planning and facilitation services for the next two years. Strategic planning and facilitation services will be needed to determine priorities for the new and consolidated tables and to develop agreed upon desired outcomes and action plans. In addition, there will be a need for these services associated with finalizing the work of existing VCRT roundtables and/or working groups.
As such, Agriculture and Agri-Food Canada has a requirement for one (1), TSPS Level 3 Facilitator Consultant and one (1) TSPS Level 1 Facilitator Consultant to help support the development and management of Value Chain Roundtables (VCRT’s).
Background and Specific Scope of the Requirement
Given this, the Department is reviewing the current model with the view to further improve efficiency and ensure that the Roundtables are used to their full potential to help amplify a cohesive voice for the sector on key issues.
Both the Department and industry have been inspired by the Economic Strategy Tables to think broader and bolder. To this end, work is progressing to develop a new approach for the tables, based on a clear vision and mandate for tables, coupled with a revised structure. The goal is to determine a new mandate and vision for the tables that are based on clear and achievable goals and to determine a new structural model to deliver on joint priorities.
Commodity tables will be consolidated from 14 to five sector advancement tables. For example, grains, pulses, seeds and special crops will be merged into a single Field Crop Table while beef, pork, poultry and sheep will be merged into an Animal Protein/Products Table.
In addition, thematic tables will be created to address cross-cutting issues (e.g., regulations, market growth, sustainability, agile regulations and future skills) and help bring together industry’s voice to amplify the sector’s needs.
This contract would allow AAFC to choose an experienced supplier to ensure that they understand our needs and are flexible to working with varied sectors and opinions. The Facilitator Consultant will be required over a period of 14 - 24 months to support these initiatives.
The TSPS 2.15 Facilitator Consultants will be required “on an as and when required” basis. Task Authorizations (TA) will be issued against the Service Outline Agreement to support the various Investment Plan initiatives.
Multiple TAs may be in process at any given time; as such, resources may be working on several concurrent projects and/or activities.
