Description of the Requirement:
The Program Operations Branch (POB) of Employment and Social Development Canada (ESDC) requires the services of a third-party expert (Contractor) to modernize its portfolio of Resource Determination Models (RDMs) and to develop enhanced business process modeling and forecasting capabilities with users, along with the required supporting tools.
The objectives of the Modern Resource Modelling Project (MRMP) are to modernize POB’s RDM using Design-Thinking methodology to:
1. Develop the capabilities and tools required for users to cost accurately the resources
required to administer ESDC Grants and Contributions (Gs&Cs) programs and services,
based on performance and productivity standards, under the purview of POB and the four
Regions;
2. Provide a robust quantitative mechanism that ensures users are able to develop equitable
multi-year allocation of resources based on the principles of consistency, fairness,
transparency and objectivity; and
3. Enable users to support continuous improvement in the client-centric administration of
ESDC programs and services in alignment with the departmental Service Strategy and
Gs&Cs modernization agenda.

Proposed period of contract:
The period of the Contract is from contract award date and until March 31, 2020 inclusive.
Any resulting contract will include an irrevocable option to extend the resulting contract term by
up to 1 (one) additional one-year period.
