    DESCRIPTION:

    The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for a consultant for the mid-term evaluation of the Better Education through Teacher Training and Empowerment Results in Mozambique (BETTER)

    The purpose of this formative evaluation is to:

    • Inform adjustments to BETTER implementation; and
    • Inform the Department of Foreign Affairs, Trade and Development Canada (DFATD) and other relevant stakeholders (listed below) of the BETTER project’s effectiveness and efficiency as well as the sustainability and relevance of its results.

      This evaluation will be of use and value to the Mozambican Ministry of Education and Human Development (MINEDH), DFATD, as well as other donors that are part of the local education group (i.e. Ireland, Germany, Finland, etc.) and other project partners who may use the results of the evaluation to inform their programming.

      The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one Consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The amount allocated to this contract will not exceed one hundred and twenty-five thousand Canadian dollars ($125,000.00CAD) excluding applicable taxes. The anticipated contract duration is six (6) months.

    WORKING LANGUAGE OF THE PROJECT

    The working language for this project is English.

    CONSULTANT PROFILE

    To meet the requirements of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with experience in evaluation of international development projects
