DESCRIPTION:
The Department of Foreign Affairs, Trade and Development (DFATD)’s Innovative and Climate Finance Bureau (MLD) is responsible for administering the Department’s two new five-year innovative finance pilot programs: the International Assistance Innovation Program (IAIP) and the Sovereign Loans Program (SLP). With a combined value of $1.59B, these two programs mark a significant shift in DFATD’s international development practice as they allow the Department to more systematically deploy new programming tools, including debt, guarantees, equity, and sovereign loans. Using these tools, MLD will focus on gender equality and innovation, as the programs look to build markets for the underserved while leveraging and aligning public and private capital. As MLD builds its capacity to manage and administer innovative finance projects at DFATD, it will seek to not only to derive lessons and build tools for itself, but to share publically whatever concepts and systems it creates, such that the entire innovative finance landscape can be made more effective.
MLD will require the services of expert Consultants in creating an Impact System for DFATD’s Innovative Finance Programs that will inform investment decisions and monitor investments as part of a programmatic Monitoring, Evaluation and Learning Plan, as well as the monitoring and evaluation component of each discreet initiative.
The Impact System will model or assess the impact of potential investments as well as measure the impact that an investment generates at various points in its lifecycle, to ensure that all projects funded using the IAIP/SLP are achieving the desired development impact. The System will operationalize the IAIP/SLP’s program-level theory of change into indicators, outputs, and outcomes and should build on the existing state of the art in innovative finance impact measurement. The department recognizes that there will be a need to ensure the quality of the data used to inform the assessments and measurements the system will make, and there will be a balance required between the robustness of that data, and costs and complexity of the requisite collection processes; striking a balance between rigour and simplicity will be important.
The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one Consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The amount allocated to this contract will not exceed four hundred and forty-two thousand, four hundred and forty-seven Canadian dollars ($442,447.00$CAD) excluding applicable taxes. The anticipated contract duration is two (2) years.
