      Description of Work:

    1. MANDATE

       

    Innovation, Science and Economic Development Canada (ISED) formerly Industry Canada works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment, enhance Canada’s innovation performance, increase Canada’s share of global trade and build a fair, efficient and competitive marketplace.

    This includes managing Canada’s airwaves and overseeing its bankruptcy, incorporation, intellectual property and measurement systems; providing financing and industry research tools to help businesses develop, import and export; encouraging scientific research; and protecting and promoting the interests of Canadian consumers.

     

    2.0 ORGANIZATION

    The mandate of the Chief Information Office (CIO) branch of the Digital Transformation Services Sector, of Innovation, Science and Economic Development Canada (ISED) is to maximize ISED's business performance through modern and progressive management of information technology (IT) services, policies, and resources. The CIO Branch is specifically responsible for:

        • Establishing IM/IT strategies and policies that support the overall mandate of the Department and are consistent with established funding envelopes;

        • Aligning IM/IT resources with departmental priorities and IM/IT plans through a practical governance structure;

        • Providing high-quality, affordable IM/IT services to departmental business partners;

        • Providing high-quality and responsive support to departmental IM/IT users;

        • Establishing department-wide technology standards and architecture to maximize opportunities for horizontal investments in IM/IT across the department; and

        • Directing and supporting a program of IM activities to ensure the effective and efficient management of information within Innovation, Science and Economic Development Canada.

          The Application Support and Maintenance Division (ASMD) within CIO is responsible for the development of solutions and applications as well as the maintenance of existing systems to support ISED business units. Services are delivered through the following organizational directorates:

        • CIPO Application Development and Support Directorate (CIPOADSD)

        • Application Services Directorate (ASD)

        • Database Support and STS Development Directorate (DSSTSDD)

    3.0 PROJECT OBJECTIVES

     

    The CIPO Legislative Amendments for Trademarks, Patents and Industrial Design will align the business applications with the key international treaties. These solutions will enable CIPO to:

        • Undertake revisions to the Trademarks Act and Regulations which align the Canadian IP framework with three key international trademark treaties:

          • The Singapore Treaty (administrative procedures);

          • The Nice Agreement (classification); and

          • The Madrid Protocol (international obligations)

        • Undertake revisions to the Patent Act which align the Canadian IP framework with a key international treaty, the Patent Law Treaty.

          • Harmonize and streamline formal procedures in respect of patent applications and patents.

          • It systems to be more user-friendly for the applicants and internal users.

        • Undertake revisions to the Industrial Design Act which align the Canadian IP framework with a key international ID treaty, the Geneva Act of the Hague Agreement.

           

          4.0 SCOPE OF WORK / KEY ACTIVITIES

           

          The Applications Support and Maintenance Division (ASMD), CIPO Application Development and Support Directorate (CIPOADSD) requires the services of Senior JAVA Developers to support the CIPO legislative projects and assist the current Project legislative management team with the analysis, design, development, deployment and support of Java web applications in a distributed application environment based on specifications and requirements according to ISED’s standards and guidelines and legislative requirements for CIPO Trademarks, Patents and Industrial Design application enhancements. As part of the Agile Development Life Cycle, resources are required to collaborate with a multidisciplinary team to analyze, design, develop, test, integrate and validate JAVA Web application(s) and enterprise solutions in a distributed application environment.

          The Senior Java Developer will perform but not be limited to the following:

        • Participate in working group sessions/interviews/meetings with stakeholders to gather requirements;

        • Contribute in all phases of the Agile Software Development Lifecycle;

        • Participate in agile scrum meetings;

        • Prepare preliminary and detailed requirement analysis as established by ISED’s standards and guidelines and legislative requirements;

        • Analyze business and functional requirements for distillation into technical specifications that can be delivered with high quality;

        • Develop technical specification for requirements;

        • Prepare estimates;

        • Provide solution recommendations, and drive delivery of the solution in collaboration with the project team;

        • Collaborate with team members to develop dynamic and flexible JAVA programs to meet the client needs;

        • Create, maintain and update existing JAVA program code web applications in accordance to ISED’s standards and guidelines and legislative requirements in a distributed application environment;

        • Perform Java code review to meet QA/QC standards;

        • Develop unit test plans, unit test scripts, unit tests and perform unit testing;

        • Prepare and produce releases of software components;

        • Implement code in Client/server and Web Service applications in a distributed application environment;

        • Conduct defect analysis and perform necessary fixes and enhancements;

        • Produce documentation and procedures for systems and/or applications as per ISED’s standards and guidelines and legislative requirements;

        • Provide technical and functional guidance when required;

        • Present demonstrations to stakeholders when required;

        • Collaborate on best practices and toolsets to improve execution and solution delivery;

        • Educate new and existing team members on project specifics, various technologies, approaches, and architectures;

        • Work in compliance with the programming and documentation standards and best practices as established by ISED;

        • Perform knowledge transfer and mentoring of staff;

          • Transfer functional and technical knowledge to ISED employees through such methods as training, demonstrations, written instructions and documentation on an ongoing basis throughout the life of the initiatives/project(s);and

        • Complete and submit time sheets for approval by project authorities using the internal Project Tracking System.

          5.0 DELIVERABLES

     

        1. Production ready code developed in sprints to meet requirements determined by product owner.

        2. Knowledge transfer and documentation

          • Transfer functional and technical knowledge to ISED employees through such methods as training, demonstrations, written instructions and documentation on an ongoing basis throughout the life of the initiatives/project(s).

        3. Status reporting as required by the Project Authority.

          The contractors will carry out the work on Innovation, Science and Economic Development (ISED) premises located at 235 Queen Street, Ottawa, Ontario.
