Assessment of construction costs associated with aquatic habitat construction works in the Ontario and Prairie and Arctic Regions.

Fisheries and Oceans Canada (DFO) requires the ongoing services of a Contractor to verify construction and environmental monitoring monetary cost predictions as it relates to aquatic habitat creation, enhancement, and/or restoration. The Contractor must be able to provide this services remotely for projects that occur in the Ontario and Prairie and Arctic Regions.

Objectives

The Contractor will review the cost predictions in question and determine whether or not the predictions are reasonable and accurate based on typical industry standards. DFO will use the contractors assessment of cost breakdowns to understand whether or not:

1. a letter of credit’s monetary value is sufficient to cover the construction activities for aquatic habitat creation. If a proponent defaults on the construction of aquatic habitat and DFO has to cash the letter of credit, the funds must adequately account for retaining expertise to construct fish habitat and the monitoring of the constructed habitat to ensure it is functioning as proposed;
2. contribution agreements associated with construction costs are being allocated and implemented as described.

One (1) Standing Offer will be issued for this requirement.

Standing Offer Period will be from date of issuance until March 31, 2022 with three (3) one (1) year optional periods that may be exercised by DFO.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian goods and/or services.
