    Description of Work:

    1 Department of National Defence and Canadian Armed Forces (CAF) are adopting data and analytics-driven decision-making as a way to improve operational effectiveness and efficiency and to measure performance. The Deputy Minister and Chief of Defence Staff issued a joint initiating directive to Level 1s in July 2017 to develop and operationalize a Defence Program Analytics capability. This initiative aims to integrate three pillars connected to all levels of the Department and CAF – a robust data stewardship and governance structure, a strategy and reporting framework, and an analytics capability with the potential to inform every decision-maker.

    2 In accordance with this directive, Level 1s will enable the adoption of Defence Program Analytics, which includes developing a data literate and data and analytics-driven culture, ensuring clean and reliable data, enabling the widespread sharing of data and the use of data to support decision- making.

    3 ADM(RS) is tasked by this initiating directive with establishing an RS Analytics Team in the form of an Analytics Support Centre (ASC) within the Chief of Staff (RS) organization. The ASC tasks include awareness building, shifting RS to data and analytics – driven culture, training, business analysis, data stewardship, data enablement, piloting new technologies, and data analysis for Level 2 clients and the ADM.
