    Canada Mortgage and Housing Corporation (CMHC) has a requirement for the provision of a Senior Homeowner Business Systems Specialist to assist with our Transformation. 

    The purpose of this Advance Contract Award Notice (ACAN) is to signal CMHC’s intention to award a contract for these services to 1411730 Ontario Inc.. Before awarding a contract, however, CMHC would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.

    If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, CMHC will proceed to a full tendering process on Canada Buy and Sell in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    Statement of Requirement

    CMHC has a requirement for Senior Business Systems Specialist services, consisting of the following:

    • Develop and document statements of requirements for considered alternatives specifically related to HBT Systems and Technology
    • Perform business analyses of functional and systems requirements to identify information, procedures, and decision flows
    • Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems, business rules logic
    • Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems including connectivity to third party partners and clients
    • Establish acceptance test criteria with client support and use the selected departmental methodologies including Agile and Hybrid Agile.

      Essential Requirements

    • Minimum of 10 years of prior relevant experience designing complex high-availability mission-critical systems
    • Experience with software or system development processes and major development methodologies
    • Demonstrated experience working with external partners to implement major system or process enhancements
    • Demonstrated experience conducting research and in-depth analyses of complex and unique business areas and synthesizing and presenting information to diverse stakeholders
    • Experience planning, developing and implementing business systems enhancement strategies, plans and tactics
    • Strong oral and written communication and presentation skills. Ability to persuade, influence and debate with senior level management. Tact, diplomacy and judgment are required
    • Demonstrated experience managing and facilitating problem identification, idea generation and solution-based sessions with a variety of stakeholders
    • Knowledge and experience working with Homeowner Insurance systems or policy is considered an asset
    • Recent hands-on technical experience with CMHC’s Insurance Business Systems, where recent refers to experience obtained in the last 5 years

    Trade Agreements and Other Obligations

    The requirement is subject to the Canadian Free Trade Agreement (CFTA) and exempt from the international Trade Agreements as a set-aside for minority businesses.

    Government Contracts Regulations (GCRs) Exception and Limited Tendering Reasons

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – Where only one supplier can do the work.

    Security Requirements

    A valid Secret Level Security Clearance is required.

    Ownership of Intellectual Property (IP)

    There is no Intellectual Property being created under this contract.

    Period of the Proposed Contract

    The period of the proposed contract is 36 months from the date of contract award.

    Cost Estimate

    The estimated limitation of the proposed contract is $495,000.00 plus tax.

    Suppliers’ Right to Submit a Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    Closing Date for Submission of a Statement of Capabilities 

    Statement of Capabilities must be received no later than 2:00 PM Eastern Daylight Saving Time, July 9, 2020. Submissions received after this date and time will not be accepted.
