Professional Audit Support Services (PASS) Requirement

This requirement is open only to those Supply Arrangement Holders under E60ZQ-180001 who qualified for the following stream:

1: Internal Audit Services

SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the E60ZQ-180001 series as that joint venture at the time of bid closing in order to submit a bid.

The work is currently being performed by Ernst & Young LLP under contract (value $82,716).

Description of the Requirement:

Innovation, Science and Economic Development Canada (ISED) is soliciting bids for the services of a Contractor to provide ISED with an assessment of the quality and reliability of internal audit working paper files. As well as, ensure that audit findings included in engagement reports are appropriately supported with evidence and meet the standards and policy of the Department, the Institute of Internal Auditors, Treasury Board Secretariat of Canada and other internal audit standards.

ISED annually conducts audits and other engagements. As part of ISED’s Quality Assurance and Improvement Program (QAIP), independent reviews of audit working paper files are required. The reviews assess the quality and reliability of audit working papers and help to identify opportunities for improvement in the planning, conduct or reporting phases of audits, as well as in the internal audit processes.

Security Requirements:

At the date of bid closing, the following conditions must be met:

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of Protected B, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to protected information, assets or work site(s) must EACH hold a valid Reliability Status, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
3. The Contractor must not utilize its Information Technology systems to electronically process, produce or store protected information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of Protected B.
4. Subcontracts which contain security requirements are not to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
   1. Security Requirements Check List and security guide (if applicable), attached at Appendix C;
   2. Industrial Security Manual (Latest Edition).

Applicable Trade Agreements:

The requirement is subject to the provisions of the Canada Korea Free Trade Agreement (CKFTA) and the Canadian Free Trade Agreement (CFTA).

Proposed period of contract:

The period of any resulting contract will be from date of Contract Award to March 31, 2022 inclusive. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to three (3) additional one (1) year periods under the same conditions.
