    HONEYWELL BUILDING AUTOMATION SYSTEM, ISOLATED CAMPUS NETWORK – AAFC BRANDON RESEARCH AND DELOPMENT CENTRE

    DEFINITION OF REQUIREMENTS:

    The Brandon Research and Development Centre in Brandon, Manitoba requires the installation of an isolated campus network for the existing Honeywell building automation and security systems. The work includes:

    • Supply and install required switches, parts and equipment to isolate existing Honeywell building automation system to a new network.
    • Re-configuration of controllers, servers, workstations and security camera to new IP addresses
    • Verification that all IP devices are connected and communicating.
    • Supply new servers to load new upgraded EBI software
    • Install station software on AAFC supplied PC’s and confirm proper operation.

    CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES:

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the requirements and must fully demonstrate the following:

    • Are authorized to supply, install and configure equipment required to isolate the existing Honeywell building automation and security systems at the AAFC Brandon Research and Development Centre.

    SOLE SOURCE JUSTIFICATION:

    Honeywell is the sole supplier for products related to the currently installed automation system. New controllers and switches must be supplied, installed and configured by a Certified Honeywell Technician. The existing Honeywell system is currently installed in all the buildings at Brandon Research & Development Centre.

    SUBMISSION OF STATEMENT OF CAPABILITIES CLOSING DATE AND TIME:

    The closing date and time for accepting Statement of Capabilities is November 3, 2020 at 2:00 pm CST.

    ACAN NOTICE:

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process with a technical and financial evaluation methodology of the bids proposed by the potential bidders.

    Inquiries on Submission of Statement of Capabilities

    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities.
