    NRCan-Canada Centre for Mapping and Earth Observation produces, manages, and distributes the National Hydro Network geospatial information layer. The National Hydro Network (NHN) is a geospatial data product that describes Canada’s inland surface waters. This fundamental information layer was developed in the early 2000s. In 2004, the provinces and territories of the Canadian Council on Geomatics (CCOG) approved the NHN data model and, shortly thereafter, NHN data were openly distributed on the Government of Canada Open Data Portal. 

    The implementation of the NHN focused on addressing the need for cartographic representation as well as network analysis and hydrological modeling for decision making. Nearly twenty years later, it has become apparent that there is a gap between the NHN product and users' expectations given that the product is not widely used for network analysis, let alone for hydrological modeling. 

    Following a survey at the end of 2017, the team in charge of the NHN product began work to update its data modeling by developing a prototype based on the OGC Standard and graph theory. Among other things, the prototype demonstrated a strong potential for network and catchment analysis through the use of a web-based API (Application Programming Interface). Recently, before undertaking the implementation of the new data model, an extensive national consultation was launched in the summer of 2020. Following this consultation that was divided into four separate workshops, a better understanding of the needs and issues faced by NHN data users can be expected.

    The NHN stands out from provincial and territorial data due to its pan-Canadian data coverage. However, this does not prevent its under-utilization when it comes to solving hydrographic network related problems. Redesigning the NHN is a unique opportunity to target an area that meets NRCan's needs without duplicating hydrographic data produced by Canadian provinces and territories.

    By means of the RFP, Natural Resources Canada (NRCan) is seeking proposals from bidders for the work divided into two phases.
