TASK Based Professional Services (TSPS) Requirement

This requirement is for: Measurement Canada, an agency of Innovation, Science and Economic Development Canada

This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 for the following category:

3. Project Management Services Stream (3.6 Risk Management Specialist)

Only selected TSPS SA Holders currently holding a TSPS SA under the E60ZT-18TSPS series of SAs are invited to compete.

To facilitate the process, Innovation, Science and Economic Development Canada has chosen to attach a copy of the RFP to allow those suppliers who were not formally invited to bid on this requirement to submit a proposal should they wish to do so. Only suppliers listed on Attachment 2 to Part 1 of the solicitation of this notice can submit a proposal. (Suppliers listed in Attachment 2 to Part 1 of this notice should hereby consider themselves invited to bid (there is no requirement for the suppliers listed in Attachment 2 to Part 1 to further request to be added to the invited bidders list).

SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the E60ZT-18TSPS series as that joint venture at the time of bid closing in order to submit a bid.

Description of the Requirement:

Measurement Canada is soliciting bids for the services of a Risk Management Specialist to assist with the development and implementation of a comprehensive, agile, leading edge, operational public risk management framework. The Risk Management Specialist will also needed to develop a science-based and quantitative risk-based solution with the capacity to identify, measure and compare risks across its entire safety and security mandate in order to support decisions regarding resource allocations for the purposes of public risk control at Measurement Canada.

Company Minimum Security Level Required: Secret

Resource Minimum Security Level Required: Secret

Document Safeguarding Security Level Required: Secret - FSC

The requirement is subject to the provisions of the Canadian Free Trade Agreement; Comprehensive Free Trade Agreement (CFTA); Canada–United States–Mexico Agreement (CUSMA); Canada-Chile Free Trade Agreement (CCFTA); Canada-Columbia Free Trade Agreement; Canada-Honduras Free Trade Agreement; Canada-Korea Free Trade Agreement; Canada-Panama Free Trade Agreement; and Canada-Peru Free Trade Agreement.

Proposed period of contract:

The proposed period of contract shall be from date of Contract award to March 31, 2021 with an optional period of two (2) additional year.

Estimated Level of Effort:

The estimated level of effort of the contract will be for 90 days.
