    NOTICE OF PROPOSED PROCUREMENT

    Solicitation Number: 2BH078358/D

    Digital Display Network (DDN) in Service Canada Centres across Canada.

    REQUIREMENT

    SSC is looking to procure a Digital Display Network will enable Canada to nationally or locally broadcast messages, in a timely manner, to the 350 Service Canada Centres.

    PROCUREMENT PROCESS

    Procurement Process 3.0 (PP3.0) is an innovative procurement framework to improve the ability of Shared Service Canada (SSC) to move quicker and produce better results. This Challenge-Based Solicitation is a pilot launched by SSC’s Centre of Expertise in Agile and Innovative Procurement (CoEAIP) and leverages the PP3.0 approach.

    This procurement process involves the following stages:

    • invitation to refine with industry;
    • solicitation among Bidders;
    • the award of contracts for prototype development (Canada may award up to 3 contracts of a maximum value of $25,000 each);
    • the deployment of the solution, and the provision of operation and maintenance services.

    Any resulting contract will also include an option for Shared Services Canada (SSC) to deploy the Solution to other SSC Clients.

    TECHNATION

    SSC will collaborate with TECHNATION in this Agile procurement.

    TECHNATION has recently launched an open business intelligence platform called the TECH2GOV Digital Marketplace. This platform is open to all incorporated technology companies in Canada, to register and showcase their areas of technology specialization and experience. (https://technationportal.ca)

    The objective of the collaboration with TECHNATION is to see if the combination of TECH2GOV and the simplified procurement process under SSC’s PP3.0 could improve SMEs’ access to SSC’s procurements.

    Following are the Expected benefits of the proposed collaboration with TECHNATION.

    • Improved outreach: The Digital Marketplace enables greater outreach with SMEs that could potentially have the required capacity to perform in accordance with the requirements of the resulting contract.
    • Simplified submission process: PP3.0 offers a less administratively burdensome process for Bidders to participate in the solicitation process.
    • SME’s improved access to demonstrations and prototype activities: PP3.0 is designed to improve SMEs’ access to demonstrations and prototypes.
    • Provide the Government of Canada with greater visibility into the rapidly evolving technology solutions available in the marketplace.

    SECURITY REQUIREMENT

    There are no security requirement associated with this procurement.

    This requirement is subject to the following trade agreements:

    Canadian Free Trade Agreement (CFTA), Canada-Chile Free Trade Agreement, Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-Colombia Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Honduras Free Trade Agreement, Canada-Korea Free Trade Agreement, Canada-Panama Free Trade Agreement, Canada-Peru Free Trade Agreement, Canada-Ukraine Free Trade Agreement, and World Trade Organization-Agreement on Government Procurement (WTO-GPA).

    COMPREHENSIVE LAND CLAIM AGREEMENTS

    This requirement is for delivery all across Canada. A small portion of this requirement may be delivered in areas subject to a Comprehensive Land Claims Agreement (CLCA). The following CLCA’s apply:

    - Northeastern Quebec Agreement
    - Inuvialuit Final Agreement
    - Nunavut Land Claim Agreement
    - Kwalin Dun First Nation Final Agreement
    - Ta’an Kwach’an Council Final Agreement
    - Tlicho Agreement
    - James Bay and Northern Quebec Agreement

    NEGOTIATIONS

    SSC retains the right to negotiate with Bidders on any procurement.
