    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    REQUIREMENT

    Parks Canada requires a photo interpretation derived Vegetation Resource Inventory (VRI) that follows the BC government’s Vegetation Resources Inventory standards.

    The Contractor will assume overall responsibility for carrying out all stages of the VRI photo interpretation and ensure that all the required deliverables are submitted to Jasper National Park (JNP) in the formats and timeframes required by VRI procedures and this contract document. This includes progressive data submission for all stages of the project for final deliverables. Traditional softcopy delineation and attribution will be performed on this project. Use of methods that automatically delineate, attribute or predict attributes will not be permitted.

    Jasper National Park historically has no vegetation inventory. Fire and land management planning have been done from an Ecological Land Classification, satellite imagery and air photos. Following a widespread, severe Mountain Pine Beetle infestation between 2014 and 2019 the forest cover in JNP has drastically changed. Accordingly, previous land cover data are not sufficiently accurate to support management planning in the park.

    Given the large amount of interpretation required, the project has been divided into two non-overlapping project blocks.

    Requirement A: The North Block encompasses 21 Full Map Equivalents (FME) or 497,564 ha, 39% of which is unvegetated (rock/ice).

    Requirement B: The South Block encompasses 27 FME or 625,403 ha, 46% of which is unvegetated (rock/ice).

    Two contracts may be awarded as a result of the bid solicitation. Bidders are welcome to bid on Requirement A, Requirement B, or both as described in Annex A – Statement of Work. In instances where a Bidder has resources to complete only one requirement but would like to compete for either requirement, they are welcomed to bid on both requirements. If a Bidder is recommended for award of both requirements they can withdraw the bid of their choice. Requirement preference by Bidders will not be taken into account in the evaluation process. In the case where a single Bidder is awarded both requirements, individual requirements may be completed sequentially rather than concurrently. All requirements are to be fully complete and submitted to Parks Canada Agency in accordance with Article 6.4.1.

    Period of Contract

    The period of the Contract is from date of Contract to March 1, 2023 inclusive.

    INFORMATION

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
