The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
Terra Nova National Park Utility Systems Recapitalization Phase 3 project includes replacement of all water and sewer mains and services east of the scope previously completed in Phase 2 (2020/21), as well as a new water reservoir in Newman Sound Campground. The project also includes the replacement of all septic fields and treatment systems as well as the addition of new water bottle filling stations in both Newman Sound and Malady Head Campgrounds as shown on the drawings. The work in Newman Sound will include all services and complete connections to the existing washrooms, kitchen shelters and other existing buildings. It will also include the installation of new water main and service pipe and connections at the Terra Nova National Park Visitor Center as well as the connection to/and retrofit of the pumps and equipment within the existing pump house.
CONSTRUCTION TIME
The Contractor must perform and complete the Work by July 22, 2022.

There will be an optional site visit on July 07, 2021 at 11:00 am (local time), interested bidders are to meet at:
Terra Nova National Park - Administration Building
The Administration Building is on the Newman Sound Campground access road (200 metres off the
TCH). Attendees will congregate at that location and from there will convoy to the proposed
construction site/s.
Bidders are requested to communicate with the Contracting Authority before the site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

To assist with bonding and insurance requirements, this project is estimated over & above $5,000,001 taxes extra.
ENQUIRIES
All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
