DESCRIPTION OF REQUIREMENT: Advisory services in support of OAG’s digital transformation.

This bid solicitation is being issued to satisfy the requirement of the Office of the Auditor General of Canada (OAG) for Solution-Based Informatics Professional Services (SBIPS) under the SBIPS Supply Arrangement (SA) method of supply.

Overview of Work: The objective is to capitalize on the Contractor’s experience in an advisory capacity to support the OAG’s digital transformation. The first phase of the Work will involve defining the OAG’s problem statement and related use cases for the OAG’s digital transformation and developing an agile procurement strategy as described in “Phase A”. The optional work includes “as and when requested” professional services in an advisory capacity regarding the subject matter described in “Phase B”.

Background Information: The OAG intends to use an agile approach for its digital transformation and it has been determined that this project will be divided by gates, each of which will include particular deliverables and outcomes. For greater certainty, an agile approach is iterative and delivers work in increments by continuously evaluating requirements, plans and results.

Potential Unfair Advantage or Conflict of Interest for Future Procurement(s): The Work to be performed by the Contractor under the Contract resulting from this RFP will involve designing the methodology, approach and guiding principles to be used by the OAG for its digital transformation. The Contractor will develop an agile and targeted procurement strategy to respond to the defined problem statement and related use cases. In other words, the agile procurement strategy is intended to guide the OAG in decision making about how the OAG will acquire IT, IM and security solutions and related professional services to respond to the defined use cases.

The Contractor who will be awarded a contract as result of this RFP, may be precluded from bidding on the future agile and targeted procurement process as part of OAG digital transformation. These types of situations will be reviewed on a case by case basis to determine if the bidder is in a conflict of interest, unfair advantage, or a situation of an appearance of conflict of interest which could result in the rejection of the bid.

Duration of Contract: This solicitation is intended to award one contract, for an initial period from Contract award date to 12 months later, plus four (4) one-year irrevocable options allowing OAG to extend the term of the contract.

Security Requirement:

The Bidder must hold a valid organization security clearance at Designated Organization Screening (DOS); The Bidder’s proposed personnel requiring access to protected information, assets or sensitive work site(s) must EACH hold a valid Reliability Status.
