    Description of the Requirement:

    Environment and Climate Change Canada (ECCC) requires a Contractor to conduct scientific research and analysis to identify environmental and human risk factors that determine the likelihood and harms of offences under Environment and Climate Change Canada’s legislation. “Harms” include both the environmental and human health impacts of offences, including those under the Canadian Environmental Protection Act, 1999. In addition, the Enforcement Branch of ECCC requires assistance in the form of peer reviewed research and consultation to inform cost-effectiveness analysis to determine the value for money of enforcement operations in reducing the risk and harms stemming from offences, including those under the Canadian Environmental Protection Act, 1999.

    The period of the contract will be from date of award to March 31, 2022. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to two (2) additional one (1) year periods under the same conditions.

    Proposed period of contract:

    The proposed period of contract shall be from Contract Award Date to March 31, 2022.

    Any resulting contract will include an irrevocable option to extend the resulting contract term by up to two (2) additional one (1) year periods under the same conditions.

    Estimated Level of Effort:

    The estimated level of effort of the contract will be 15 days for the Senior, 95 days for the Intermediate, and 5 days for the Junior Risk Management Specialists during the initial contract period.
