The Department of Foreign Affairs, Trade and Development (DFATD) requires the services of a contractor and/or resource to act as evaluator for the implementation of the Evaluation of the Elsie Initiative for Women in Peace Operations in Canada.

The purpose(s) of the evaluation are the following:

  • To account for the results achieved by the Elsie Initiative to date to senior management at Global Affairs Canada (GAC) and to the Elsie Initiative’s stakeholders.
  • To inform future decision-making of senior management at GAC on policy and programming related to women in peace operations, as well as any other future “pilot” initiatives of the bureau.
