Notice of Proposed Procurement
constituting (i) a Notice of Intended Procurement and Summary Notice under CETA and Canada-UK TCA and (ii) a Tender Notice under the CFTA.
1.0 Introduction
CDIC is a federal Crown corporation with headquarters in Ottawa and is responsible for providing insurance against the loss of part or all of deposits and for promoting and otherwise contributing to the stability of the financial system in Canada. These objectives are pursued for the benefit of persons having deposits with CDIC member institutions and in such a manner as will minimize the exposure of CDIC to loss. CDIC is also the resolution authority for CDIC member institutions.

1.1 Estimated Contract Value
$1,400,000 CAD
2.0 Description
The Canada Deposit Insurance Corporation (“CDIC”) has a requirement to establish one contract for the provision of language training services in English and in French, as further described in Schedule “A” (Statement of Work) of the RFP.
3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract. It is intended that this procurement will involve negotiations in respect of the contract terms and conditions.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting contract will be for an initial term of three years, renewable for two additional periods of one year, at CDIC's sole option.

The question acceptance deadline and the closing date are set out in the "Dates" section above. CDIC may extend either or both of such dates. Questions and proposals must be submitted to procurement@cdic.ca
6.0 Mandatory Requirements
M1. Bidder MUST use the Canada School of Public Service training program guidelines, training methods, course configurations and material.
M2. Bidder MUST have the expertise and be able to deliver language training services virtually in English and in French.
7.0 Rated Requirements
The RFP contains details of the rated requirements.
8.0 Contractor Selection
All proposals will be examined in accordance with the following process:
Step 1: Confirmation of Compliance to the Mandatory Requirements: Pass or Fail
Step 2: Evaluation of Rated Requirements - 70% weight factor
Bidders must achieve a minimum Technical Score of 70/100 points to be given further consideration. CDIC will establish a shortlist of up to three bidders with the highest Total Technical Scores that have met the Minimum Technical Score of 70 points.
Step 3: Evaluation of Financial Offer - 30% weight factor
Step 4: Ranking of Bidders
Bidders will be ranked in order of highest Weighted Score. The top-ranked bidder will receive a written invitation to enter into direct contact negotiations to finalize an agreement with CDIC.

9.0 Trade Agreement
This procurement is subject to CETA, Canada-UK TCA and CFTA.
10.0 Use of Buy and Sell
CDIC will only use Buy and Sell as its web-based forum to post solicitations. As such, the attached document has only been posted on Buy and Sell and all related documents, notices, addendums and questions and responses thereto will only be posted on Buy and Sell.
11.0 Language
Proposals may be submitted in either the English or French language.
