    1. SUMMARY
      1. This bid solicitation is being issued to satisfy the requirement of Agriculture and Agri-Food Canada. It is intended to result in the award of one contract from contract award to March 31, 2024 with three (3), one (1) year option periods.
      2. AAFC is requesting proposals to fufill the primary intent of the Task Authorizations (TA’s) Contract to obtain access to information services to support the ATIP Office and Department as a whole in its effort to fully meet its legislative obligations under the Access to Information and Privacy Acts. In addition, the senior ATIP consultant will support the ATIP Office during the transition to a new software and workflow processes. The AAFC ATIP Office requires an experienced consultant to facilitate the reviewing and processing of a series of complex files and assist with training departmental staff and new ATIP analysts.

        The Department needs to purchase the services of a Senior ATI Privacy analyst/consultant with extensive expertise in the ATIP field for the treatment of highly complex and voluminous files touching on very sensitive agriculture matters (be they trade issues with China, fertilizer emissions, carbon pricing in the agriculture sector, etc.). Also, the volume and nature of access to information and privacy requests are unpredictable, with increasing needs for ongoing privacy guidance/analysis on the protection of personal information on the rise, as well as the need to process and provide advice for other areas of the department on disclosure of audits and harassment and violence in the workplace investigation reports, the ATIP office requires the capacity to ensure we remain compliant with both acts.
